The easiest and best info on how to get started with vlogging can be found at www.freevlog.org. The people who manage that site also have a book called "Secrets of Videoblogging" which can be purchased on Amazon for around $15. It's got all the information you could possibly need on how to start a vlog and post short videos on the web.
